Peter:

When Jacob was living in Savannah, he would often aid people seeking citizenship.  One day the judge asked if he was a citizen.  He replied that he was not - and it was fixed that very day.

 

Neilan:

While it appears that Jacob voted in 1911 and 1917, he didn’t actually become a U.S. citizen until 1922.
